Com minister sees no barriers for payments via messengers

MOSCOW, Feb 28 (PRIME) -- There are no obstacles to introduction of payments via messengers, Russian Communications and Mass Media Minister Nikolai Nikiforov said on Wednesday.

“As a matter of fact, there are not basic barriers for this today. The question is only in the legal form,” Nikiforov told reporters.

Maxim Akimov, first deputy head of the government’s administration, said that payments via messengers could become available in the country, and the idea is already being discussed.

Nikiforov said that it should be decided whether messengers are non-commercial organizations or representatives of a bank.

“Today we see … stories when this or that banking offer are trying to become players on the market of messengers, this is why it is a mutually directed process, and there are no obstacles. We should only understand who owns which licenses,” the minister said.
